Microsoft has published a whitepaper titled "Your Guide to DevOps." Billed as guide for developers and IT Pros, it covers process, techniques and tools to produce better quality code in less time.
I would say it is targeted for non-technical managers, with links to Micorosft Virtual Academy and Channel 9 videos.
